Forums
I would propose we use PhpBB3 as our forums system. Through the use of this system's user accounts and permissions, we can allow people who are not knowledgable in HTML to update the content of the website. As each posting is made in the forums, the website will dynamically update.

Newslist
We can have an email news list that our homeowners can sign up on. This would allow us to contact them via email for emergency information, updates, and other things. We might even be able to save the cost of a printed newsletter, and use this system to send out information instead. The best free one at the moment is PHPList.
Using this process won't cost us anything, as long as we send out no more than 400 total emails (or 1 email to 400 people total) per hour. This limit is caused by the web server, not the software, and the number may change depending on the service provider we use to host our website.
